Is this a common problem in HP laptops? How do you know I have to replace the fan? Thanks

So basically I'm attempting to fix my dads dv7-2273ca pavilion HP laptop. The laptop works fine just the fan does not work unless i take a toothpick and just attempt to spin it for 10-15 minutes to give it a jump start. I am thinking the problem is the fan is not getting enough power to start or...
