Your laptop's battery is dead, it shows false readings so change your laptop battery. If issue persist then try different charger, because sometimes when charger life is almost expired then it shows charging but actually its not.

Uninstall graphics drivers, restart and install the previous version of drivers you have. And make sure is there anything started running behind in task manager or services list which was not running before installing Rust. Also check the charger too.
