The HTC all the way. Better specs for your web browsing. Also HTC makes better cameras then Samsung so the HTC will meet those needs as well.

The s4 mini is smaller lighter has better battery life and since it's screen is smaller it won't work the processor as hard to run. But the huawei has the bigger screen for gaming and all around beter specs minus it's graphics processor (can't find it). So seeing as Samsung is a more reliable...
