I actually fixed it by uninstalling and reinstalling the audio drivers. Kind of strange... maybe the old driver was corrupt?

I just bought a (used) laptop and something strange is going on with the volume scaling. The audio is basically at almost full loudness at a volume of anything above 0. When the volume is at 1%, the laptop sounds like it's at 70% loudness. Volume 2% = 70.5% loudness, volume 50% = 85% loudness...
