Hey, The fan will be getting loud due to the computer overheating. It will not be the cause of it. To cool your computer down, try opening it up and blowing out the dust with a can of compressed air. Also, it that doesn't work, replace the thermal compound between the CPU and CPU cooler.

Try right clicking your desktop and selecting the graphics properties right at the top, which will bring up an AMD menu. There, somewhere on the left dropdown menu there should be switchable graphics options.

Is the computer in any power saving mode that could be clocking the cpu down? And out of interest, what are your Cpu temps under full load?

try running a stress test and see what temps you are getting to, on Hwinfo it shows you if you are thermal throttling. As for disabling Throttling I Never would and dont even think you can.

Get a program like Msi afterburner or HWinfo and take a look at your Cpu temperatures when this happens.
