If Price is irrelevant then i would suggest Galaxy Note 3 , its pretty fast. Galaxy S4 is also good. memory on both is expandable by a memory card.

Take a look at the Asus Memo Pad HD 7. I think you can buy it around 150 $. It has decent hardware with Jelly Bean. I expect that it will deliver near Nexus 7 (2012) performance.
