I had pretty much the same problem with an ASUS X551. I tried a lot of the stuff you tried, but nothing worked. I had read that some quark with windows 8 bogged the speed down so I installed windows 10. No change. Navigating in Internet Explorer was horrendous. I would wait 5 minutes for pages...
