what laptop is it ? most laptops have clip(or 2) on the back rear of the laptop where you can slide the battery off and on. If its new it should be under warranty why not give your dealer a call. char!

have you tried taking out your battery and making sure it is fitted correctly, and there is no damage to the battery pack? Char!

Can you get to disk management (by searching for "disk management" on the start menu) and delete the files on hard drive ? Also in disk management see if there is a recovery partition, if so click set active and restart your computer that should start the restore. Hopefully i'm on the right page!

On google chrome you go options > settings > show advanced > network: change proxy settings. Or you can windows key + "r" (=run) and type inetcpl.cpl to get internet options then go connections and lan settings and proxy settings will be there.
