If your phone is appalling and you *need* something better, both will be an improvement- though the Note II is probably the better phone... If you've got something like a GS2, you may aswell root it, and experiment with Android 4.2.1 until the Galaxy S4 comes out.

Right, so you are looking for something in the $350 price range? The Galaxy Nexus is a superb option if you're after the latest Android 4.2.1 though as you say it also lacks a Micro SD card slot. Alternatively, the Galaxy S2 is still a viable option, especially if you are prepared to Root and...

Is price an issue? Here are some options: Galaxy S3- US Galaxy Note II- US Galaxy Nexus (no sim slot unfortunately) HTC One X+ Or even the Devil's own phone- the iPhone 5. All should perform at least equally well, with the N4. Not completely sure what you're looking for in a phone though.
