will my cpu bottleneck my gpu

Yeah, if he was getting decent performance even with his cpu then I can't see your cpu bottlenecking the gtx 750ti all that much, at least at 1024x768p. However I'd upgrade your cpu ASAP if you can, because it is a bit old plainly speaking.

What games can I play on new laptop (GTX 960M) at 1080p / 60 fps / medium settings? (specs listed inside)

With an i5 processor and a gtx 960M you could probably play even the newest releases at 1080p 60fps like the Witcher 3 if you're willing to play on low to medium settings (just make sure you turn off all Nvidia Gameworks features, like Hairworks). Here's a review with gaming benchmarks for...

    Recommended parts for budget pc?

Just so you know the build you want to make is still a valid option, but you would basically have to upgrade your graphics card right away. Like you won't be doing pretty much any gaming until you swap that thing out for something better. Then you'd have a great cpu and gpu. But if you won't...

    Recommended parts for budget pc?

And these are the differences between the i5 4590 and the fx 6300. It'll have an impact on your gaming experience, but not nearly as big of one as the difference in gpu power: http://cpuboss.com/cpus/Intel-Core-i5-4590-vs-AMD-FX-6300

    Recommended parts for budget pc?

Just so you know the difference in performance between the r9 280x and the gtx 750ti, here are a bunch of comparisons between the two. If you can see the benchmarks, I think the difference is pretty clear: http://www.anandtech.com/bench/product/1041?vs=1130

    Upgrading a Desktop (Alienware Aurora)

I'd upgrade the CPU, mobo, and GPU first. Everything else would work fine, but those parts are a little old. Not that they're bad, but if you're going to upgrade anything on top of what you already plan to do, I'd sell the mobo, CPU and GPU, then use that money and whatever else you need to to...
