Don't worry. You should be able to max out almost everything at 1080p. You're getting a bit more power than current consoles (Brand new ones) with that hardware.
Even a Sandy Bridge i3 or i5 laptop for that is a pretty good deal. It sounds like a good idea. The other thing to note is I would get a SSD over a hard drive these days.
The newer iterations of ARM are 64bit to support the 4GB phones we now see. The OnePlus 3 has 6GB, even. Apple uses the ARM designs, modified so their chip ends up being 64 bit too.

No, it won't help. The problem is your laptop is probably using an Intel iGPU, which is not exactly fast. And because it's a laptop, unless you have a Thunderbolt 3 port, you need a new computer to run games noticeably faster.
