IMHO guess the problem is with the carrier or plan has dropped or not paid up charge for tethering. The phone checks the network and account if tethering is enabled, and turns it off in 2-5 sec if network OR account says it should be off. call tech support.

Here or some where, S9/S9+ users complain of speech to text being crapy (they went back to S7) and disappearing keyboard issues. Which to me seem like version 1.0 or 0.7 issues that should be gone some 5 yrs ago on android, not a flag ship phone. can someone dispell these important features...
