It could be bad video drivers and it could be a failing video card. First thing would be to try up to date video drivers.

Update your wifi cards drivers. If they're already up to date then roll back the drivers.

There's usually a keyboard combination you need to press to enable/disable the touchpad. Sometimes there's a part of the touchpad itself you touch to disable/enable it. Without knowing the exact model of your laptop I can't be more specific.
