I completely agree with ta152h. I'm a Linux guy so am fairly impartial being that I don't care much for Apple or MS. It used to be a trend to hate MS mostly because they were all there was to hate, but now Apple's shifting into more of a driver's seat with turning technology and even old flops...

Aptana and Eclipse are both free/open source.

Aptana Studio is another good one. I use the plug-in version inside of Eclipse and it works great. It's not for people that are very new to the arena, but won't take much for an average dev to get it down easily. It's also cross-platform for Win/Mac/Linux/BSD.
