Sounds like it's dead. Whether or not the video card fan spins isn't an indication of a working GPU. Yes a seized fan will cause a GPU to go bad, but it's not the only cause of a bad GPU. I'd try another card in it, just to make sure it's not a bad PCI-E slot/controller, before messing around...
