well, this is an odd one. sounds like you might want to call HTC Care to see if there is any known issue, or if there is a software update that you don't have. +1-866-449-8358 They have a pretty knowledgeable group there who might have an answer.
Sounds like there is a short on one of the boards and it's difficult to tell which one. And since you've already opened up the phone and swapped parts yourself it's difficult for you to get support through official channels... you can try to find both boards from another working device...

The best way to fix this is probably to get it repaired by HTC under the warranty. The HTC One has not been out for more than a year, so the device is likely still under warranty.
