Overall used laptops are good. You need to look the source that you are buying to. Have you look refubrished desktops/laptops from big brands like Dell,Hp etc...

Look for an i7 6th Gen, but get good display. Since you're not doing video editing you need to spend more on good display (color accurate), and better GPU *dont overkill*.

15"inch laptops make great laptops because long battery life & portable. Look for more cores (for Video Editing) Look for SSD (they are more faster than regular HDD), these days no one uses CD anymore (look for more 3.0USB ports). You're budget is very limited unless you find good deal.

If you wait little bit till July 2019 those 2018 laptops will be cheap (if Intel provides new CPU generation for laptops) ASUS ROG are very good and built like TANK. If you want to save some money you can sacriface half of Hz (60Hz Display) and get Acer Helios 300

I would not reccomend to install Win7 in high end laptops. Win10 has very good optimization with those new hardware. Of course you install any OS you like but i don't think Win7 is worth it

I had this problem two times. Usually Dispaly has gone i replaced the display. I reccomend to you to check in any professional computer repair shop (or if you have guarantee just send where you bough it)
