It depends on what "not break the bank" means. What's your budget? There aren't any cheap laptops that have an SSD, 17" screen and mechanical keyboard.

The HP one is quite better. The 8550U is almost 40% better than the one Flex comes with. About the GPU, I am not certain as I couldn't find the GPU model anywhere I searched (for the Flex 3).

I recommend checking your Output audio device located inside Control Panel. Voicemeeter is a new driver, and I believe that after being installed it is set to default. You have to change that to hear your system sounds.
