How can I get my suspended cell phone actived

Depends on what it was suspended for, Not paying a bill? Yeah, call the phone provider. Violating TOS? Ask them for a second chance, or just change service.

New Windows Phone site

Its a cool site, but perhaps change the layout to white background, because black background sites are very distracting and frankly, ugly on a monitor.

No, you could not use that chip alone, because they require specific device firmware. You could not buy a Apple gps chip, or any of them. You can buy gps chips from U-Bloc here: http://www.u-blox.com/en/gps-chips.html Or you could just buy a cheap GPS.
