I figured out how to fix this issue, I went into my Chrome extensions and activated Developer mode then click update extension this will show the file location under each extension then you may remove it :D

I downloaded a virus and uninstalled the virus and did a scan with AVG and Malwarebytes they removed a few things but I have this Chrome extension that just doesnt go away i tried adware removal tool, i tried reinstalling chrome, i tried resetting the browser settings... i have no idea how to...
