When I've had this issue it's the USB hub or KMS. If I unplug the mouse receiver and unplug the hub/KMS and then plug them back in (mouse receiver last) that usually solves it. If you have a KMS make sure to unplug all of the systems that are connected to USB so there is nothing powering the...
