Yes, you can set the tw as a second monitor. The best way to do that isnto just connect the tv with a hdmi cable ( you will controll whats on the tv via computer not the remote though)

They are the same except the hp has a bit more gpu power. A cooling pad would help but not much since most hp laptops dont have an inatke at the bottom (i cant find pictures of your model to confirm this though)

The 980m is better than the 970m. You can build a way better gaming pc for the same price as the laptop ( a gtx 980m is a bit weaker than a desktop 970) so if you dont absolutley need to be gaming on the go desktop is usually a better option

Well you can just connect the tv to your computer with a hdmi cable. You can get the steam link. You can connect the steam link box to the tw and then to the internet via wifi or ethernet cable and if the computer and the link are on the same network you can stream from your pc to your tv
