    Yeah, I just have one card. I tried upping the voltage on the gpu a little bit through evga precision x, but it still stuttered.

    Ok, I'll try that. But with these 780's I think they dynamically set the voltage level, and watching a video isn't really stressing the card at all, so I don't see how voltage would be an issue but I'll give it a shot.

    I don't have any other ram, but I reset back to factory default settings which puts the ram at 1333 MHz at 1.5v and it still stutters.

    The problem is they don't offer a USB driver for Windows 8. I tried the Windows 7 driver but says it's incompatible and aborts installation.

    Hmm, so I plugged my mouse and keyboard (deathadder 2013 and black widow ultimate 2013) into a USB 3.0 port and my USB driver DPC latency and execution time went way down. Nothing seems out of the ordinary now. Going to have to play some games and watch some movies and see if it fixed it.

    Hmm, so started up LatencyMon and noticed something. The USB driver has a much higher DPC and Total Execution Time than any other drive. Like 10x as much as other drivers.     Yeah, I also found a tool I hadn't heard of before called LatencyMon that seems to give you more detailed info on latencies than that DPC tool. Will try that out tonight to see if I can isolate it to a specific driver. If that doesn't seem to help I'll run tomorrow and pick up a new PSU and see...
