sorry for my ignorance, but how do i know if the TV has a built in digital tuner?

I have been getting notifications from TWC that I need to get a "free" digital converter to use with my cable TV. Do I really need one of these if I only subscribe to their basic cable. THey also plan to charge me $2.75 per month per box after the first year. Are there alternatives---I am NOT...
