Laptop is plugged in, cpu temp is 70/75 degrees, gpu is around 65/70. Laptop model is Acer Aspire 5 (A515-51G-51Y2), cpu is i5 8250U.

Hello, I have trouble with my CPU not being able to exceed it's base frequency. I'm using a laptop, and yes I have turned on performance mode, and I have turned off intelppm, also repaired corrupted files, but nothing seams to work. Has anybody have any idea what could be the cause for this issue?
