Use NVENC...this offloads to the NVIDIA GPU. You'll want to experiment with constant bitrate encoding (CBR).

A "Microsoft Registered Refurbisher" (sometimes hard to note this minor title on dealer web pages) can handle this if and only if you have the proper sticker on the laptop. Search for a "Microsoft Registered Refurbisher" in your area.

The one with 8GB ram will handle most games, but some (e.g., Star Citizen) will want 16GB ram. Even if you ignore that one with the 1070 having the better GPU the I5 will still be able to run things requiring more ram. Can you get the one with the 1060 GPU with 16GB ram?

You might also consider using a powered USB HUB instead of one powering from the computer itself...if power consumption on USB gets too high you might see this behavior. Keyboards and mice won't use much power, but something like an external drive can use a lot of power.
