Where is the properties folder. (Just started this today)

I'm trying to decompress a UC2 file, spent a few hours finally found "Ultra Compressor II", then I figured out how to use it. Finally, I go to decompress, enter the save location, then nothing. I have no idea what to do so any help would great.
