Was just a suggestion, buddy. And I wasn't suggesting to shut off your system processes either. If your AV is running super high make sure it isn't doing scans or anything. If it isn't then I'd uninstall it.

Open task manager and kill all processes killing the PC, see if it speeds it up at all.

Try installing Firefox and see if it affects that too, if not then you may have to use that browser until you fix Chrome, lol I've got no idea on what could be causing the issue... pretty weird.

Re install Chrome, also check you don't have any adware or viruses installed in Chrome which may be interfering with it. Go to your extensions and have a look.
