Ok, so are you using Wireless or Ethernet currently? What web browser are you using, as sometimes trying another web browser helps? (sorry for all the q's I'm just trying to get as much info as possible lol)

Are you wifi drivers up to date for your laptop? What exactly does Windows say when you troubleshoot (if you don't mid re-running the troubleshooter)? You could try going to Device Manager (Win 7 start search) and under network adapters disable and enable the wireless adapter.

Have you tried going to Device Manager, Network Adapters, (Your Network Adapter)Properties, and disabled any power saving features? (could you also tell me the network adapters you are using) Is the laptop plugged in or on battery when you have these issues; disregarding the storms and such...

Try removing the battery and keep the charging cord connected while it boots. Let me know what happens after that.

Is the pop sound coming from the battery itself, or is it from somewhere else in the computer? If its from the battery, it sounds like you would need a new one. On the other hand, if it's from somewhere else you might have a faulty connector or something.

Could you post the specs of your PC please? It would help in narrowing down the problem; mainly to see if certain hardware is prone to being faulty. Could you also test your internet speed? Try www.speedtest.net or www.speakeasy.net/speedtest like reedo_43 suggested.
