Is it possible that the hdd could still be bad/unfixable even though it seems to be spinning? Where would I get a usb with the os?

Upon start up, I get Acer screen with F2 setup option, and F12 option. I am able to enter setup, where I do see the hdd listed. I can also get into boot order, in which 1st option is hdd. I have tried the ALT/F10 to get into the recovery management tool, but it will not work. I am pretty sure I...
