When I try to download anything from google play store it shows "installing" under the app but its actually not even downloading it. Anyone know how to fix that?

I was browsing the web with my android phone and it randomly restarted. I was able to open the web again and it restarted again. I tried again some hours later but now it restarts before i can even enter my pin. It doesnt restart as long as its connected to the charger. So is something wrong...
