I imagine your power supply is giving power as you measured the voltage. Can you confirm this? Have you checked if power goes past the power jack and the power board supplying the mother board? Also, in this model you have to connect keyboard and touchpad, otherwise the power won't be passed on...

Some lines of my previous post got deleted somehow. Anyway, depending on the model number of the laptop the design is different and also daughter boards or power socket itself can be defective.

Hi, if the cpu was shorted, it could cause the motherboard to cut off the power and ie small board housing the power socket, or problem with the socket. The differencies in voltsge that you mentioned won't play any role here. First and foremost, what is the model number of the laptop?
