Just to follow up... After diagnosing the board I noticed that all the power rails where fine except the +GFX_CORE which had no power. I was able to fix the problem by flashing the EC flash with an SPI programmer, when I booted the first time after the fix I got a BSOD and had to flash the EC...

Exactly the same issue here with the same laptop...
