I know 1.8 is base but when set to performance the cpu stays at 4.5-4.6ghz , but when stress test was stared 4.5-4.6 turned to 1.8 almost immediately

I have a new problem with my pc, I encounter it all the time in games and also in normal use. When under full load the laptop stutters , I mean in games(csgo) it goes with 120-130 fps for 2-3 seconds than it lags for 1-2 seconds(20-30fps) and goes up again to 120-130 and its doing this...
