Resolved... for those who have same problem, i went into bios and changed the SATA type to Compatibility instead of AHCI.

Go to 'Options' at the top right, the 3 dots... then settings.... then go down to bottom and click ''advanced settings'' and then find 'language' and make sure it says english UK or english US depending on where you are. Delete all others. and apply the change.

Right, what browser are you using?

Is your problem restricted to just the internet browser or does it happen in anything? (ie. notepad) e.t.c

I Agree, it sounds like a ''region language'' problem.. One time @ ended up writing " instead... Try going to your language settings and make sure your country and language is correct.

Just got given a laptop and it was really slow and loads of crap on so i thought a fresh install would work... i went to install and it kept hanging at different points.... first at 2%....then at 3% when i re-tried... i then restarted it again and it got right up to ''finishing installation''...
