Okay after endless searching and troubleshooting I found the source of the problem. Apparently GeForce Experience caused my problems. I shut it down and the problem disappeared. Thanks to @iceblitzed for the suggestion and help though. EDIT: Nope that was only a temporary fix, problem is back...
