As of driver version 340.52 around July 2014, NVidia has pulled the CUDA video encoder from the drivers. Vegas will say that CUDA is available, although will be unable to use it to support rendering videos, and render using CPU only. Supposedly they wanted to promote their NVEnc (ShadowPlay)...
