    Perhaps its bad. Put the intel 520 in another PC and partition/format it, see if that works for you.

    So bios sees the drive but when you go to the install options where you can add/delete/create partitions and format you get nothing, correct?

    What is your bios set to for HD controller? For Win 7 or 8 it should be AHCI or at the very least IDE.

    Did you use Disk Manager or are you looking in MY Computer/This PC/File Explorer?
