    The bandwidth transfer is only currently supported with Thunderbolt 3 on Macs. So no graphics card would work with Windows laptops.

    Yes it is possible for a graphics card to run at x4 or even x1 but the GPU won't be using its "full power".

    Technically, yes. But, in this case, no. If your laptop has an extra free pcie x16 bandwidth slot, then yes. But, external enclosures for gpus are only made for Macs. Also, it would be hard to transfer pcie x16 bandwidth through USB.
