The problem was that I was using an older version of recovery (TWRP). Started from scratch with a current version of TWRP and Install/Reboot worked on first try

I flashed Marsmallow (cm-13.0-20160831-UNOFFICIAL-n8013.zip) and GAPPS (open_gapps-arm-6.0-pico-20150512.zip). When I boot tablet for the first time, I get error 'Unfortunately, Google Play services has stopped' and I have to SKIP to the next step. As a result no google apps are installed...
