I would consider GTA San Andres, which would probably be able to run high 30fps, so a good experience. It's often considered the best GTA despite it's age, and it'll be dirt cheap.

It's very possible that GTA 5 would run... but at what cost. A bootable game isn't a good experience. You will get about 720p LOWEST 20-30fps (24 is considered the ABSOLUTE LOWEST FPS for a playable experience, and I question if it can even do that.) So yes you are going to be able to run it...

Unlike desktops, newer CPUs in laptops can change things drastically... And if you were ever to want to do gaming good luck with that.

Maybe a Chromebook... For 200 dollars you can get a pretty solid Chromebook for web browsing and video watching.
