    8GB RAM can be a bit tight in a handful of games - Skyrim VR and Lone Echo are the main examples I've run into. But you'll be fine in the great majority of games, and my 8GB is okay as long as I remember to close my browser. The CPU and GPU are about where you want to be.

    With an Oculus Rift, the minimum is a 1050 Ti, so the 1060 3GB does fairly well.

    Hard to say. A year from now, you will likely be able to get a much better GPU for the money than today. On the other hand, better VR headsets will likely also be coming around that time.

    Performance will depend on what particular VR headset you pick, but a GTX 1080 is plenty for the Oculus Rift, HTC Vive, and Windows MR headsets.

    Mostly pretty well. The CPU is technically a bit below the required specs, but it won't be an issue in the majority of games.

    SteamVR games work out of the box on a Rift too. The new headset, Vive Pro, costs $1100. It's not worth it unless you have money to burn. And it doesn't make the original Vive any better. Since you have a GTX 1050 Ti, you're better off getting an Oculus Rift, since it has ASW to lower hardware...

    Fallout 4 is a crappy unoptimized game. The vast majority of games run well on a GTX 1060, and there's a huge leap from a 1060 to a 1080 Ti.

    LA Noire requires a Haswell CPU or newer, because the AVX2 instruction is required. But that's a rare exception. For most other things, your CPU should be more or less acceptable, especially if you can overclock it a little.

    USB hubs can be troublesome with Oculus, but some seem to work for people. I haven't tested any myself as I haven't needed extra ports on my desktop. Your chances may be best with a hub that has a separate power adapter. The Oculus Rift gets all its power via USB, so no need to plug into power...

    The so-called mixed reality headsets are actually just regular virtual reality headsets. They all run the same games.

    The headset itself plugs into the PC, where the grid AC voltage is already converted to the right DC voltages by the power supply. So that part will work fine anywhere in the world. The base stations and link box for the Vive plug directly into power outlets though, so that's another matter...
