Minitool data recovery and Minitool Partition magic are pretty good software. I use them to recover files and data formatted hard drives. Works great. No broken files, no incomplete data.

I dont think we will get any decent card that could handle this game within that budget. But maybe a GT 630 or GT 730 would do. But still in will cost more than 3000.

Yes. It is like formatting the HDD. But you can control the formatting by just selecting the drive you want to install Windows in.
