You shouldn't judge the clockspeeds of laptop CPUs and GPUs. They cannot just take up so much power, so they have to downclock a lot. I doubt you can upgrade the CPU of a laptop, as you usually could only upgrade the RAM and HDD. Most CPUs are soldered on the motherboard. You should double check...
