I honestly don't know, but it fixed the problem for other people. Maybe a malicious program hiding in notepad, would be a good strategy for a virus maker, cause no one would suspect notepad of being the problem.

This might sound weird but: Delete notepdad.exe from windows32 (nothing else if you want ur computer to survive) Download notepad++, use that instead (or use no txt editor) Problem should be fixed

I use bulldog, a paid one, my parents had a subscription for multiple computers, so I could just use it, if that wasn't the case I would've opted for a free one tho. But I wouldn't recommend going in without antivirus, especially not in older versions of Windows
