Well OGG VBR around 200 kbps should be very good too. Maybe not as good as MPC but close to. Free is important for me hehe! I have too much songs to pay for it...! LOL

You can't increase the quality of an MP3 already poorly encoded. The only remedy is to re-encode it. MP3 is lossy, if you decode in wav you'll get a wav with the information of the 128 bits MP3. Maybe if you find a decoder that can do a bit of dithering you could improve the sound a very little...

If you're saying that WMA and RealAudio are better than MP3... you're completely off the track. Or you don't use LAME. Or you like artificially bright sound and boomy sound. MP3 beat these two formats really easily if you look at fidelity to the WAV source. Classical will sound bright on WMA...
