You could use retropie. It has all the emulators pre-installed and has Kodi in the ports. Pretty much just plug and play.

No problem. I would think 4 years should be possible though, I know quite a few of the original iPad air's are still around and they are 3 years old now.

I can't find any benchmarks but I'm going to say no. My reason is games are going to go for compatibility and at 2GB of RAM the 9.7 has more RAM than any other iDevice except the 12. The closest is the iPhone 6 Plus at 1GB of RAM.

Otherwise Plex/Emby server would likely work. but you'll probably need a chromestick/roku though for that TV anyway. Doesn't sound like it'll work out of the box.

The "best" (most powerful/highest res) would be one of the 2 in 1's like the SP3/4 and it's clones. Otherwise the Nvidia shield tablet (really due for an update with the X1) for android or the iPad pro/pro mini if you are feeling iOS. The Samsung tab s2 would be a pretty good choice as well

I can almost guarantee it is the mobo. HP designed their laptops in a way that allows them to overheat and kill the mobo/CPU. Mine did it a while back. You can try unplugging it taking the battery out and turning it on to drain any charge and then put it back together to see what happens.

You could use a capture card as most camcorders do have a mode that lets you see what you are recording over HDMI or something. That said though unless you have ridiculously good internet the resulting data stream is likely to be too big to stream over the internet. Upload sure, stream probably not.
