    FPS drop CPU 100% but the temperature is only 35C

    Everytime I try to run any game my CPU caps out and my frames drop (7-15) all of my temperatures look good and my computer should be able to run it. here are my specs: motherboard: MSI gaming 7 Z97 GPU: GTX 970 CPU: i5-4590 16gb ram 850w PSU
