Like I said if you run the benchmark in GTA or have a look at your options it may say where it is getting the graphics from.

Yes but does GTA IV know that as it might be trying to uses the on-board graphic rather than the GPU

Not all games support laptop graphic cards I know this sounds silly but because GTA IV is from a smaller studio the game might not recognize your card I don't have GTA IV installed right now but when you go in to options or setting does it tell you what kind of GPU you have or run the benchmark...
