The problem is that some laptops deliver power to the USB ports even when shut down. The purpose is to allow the charging of other devices (cellphones, etc.) via USB with the laptop battery alone. At least for Lenovo laptops, the fix is in the BIOS. THE SOLUTION: Hit F12 during initial startup...
